Vietnam proposes allowing public employees to sign external contracts

HANOI, Oct. 22 (Xinhua) -- Vietnam has proposed an amendment to its Law on Public Employees that would allow public employees to sign labor or service contracts with external organizations or enterprises, local media VNExpress reported Wednesday.

Under the proposal, public employees may take on external contracts that do not violate their primary employment agreements or create conflicts of interest, the report said.

Meanwhile, the amendment also proposed allowing qualified experts, scientists, overseas Vietnamese or qualified foreigners to work in the public sector without taking entrance exams, the report said.

According to the Ministry of Home Affairs, the proposal would shift performance evaluation from seniority-based to results-based assessment, while linking salaries and rewards more closely to job performance.
